The Navy College Program for Afloat College Education (NCPACE) enables active-duty sailors to continue their education during deployments and sea duty by offering quality distance learning courses with limited internet access required. NCPACE empowers sailors through flexible course materials and learning options, ensuring their military service doesn’t impede educational progress.

CIAT offers a unique approach to traditional four-year degree programs. Our custom-designed curriculum places industry IT certification preparation at the core of the learning experience. Students build confidence in their technical skills while working towards in-demand certifications from CompTIA, Microsoft, and more. This positions them to compete for highly sought-after technology jobs and meet the demands of military service.
Our NCPACE program caters to the unique needs of sailors. We provide offline course materials and flexible learning options to accommodate their schedules. Our goal is to equip sailors with the in-demand technical skills they need to pursue career-focused degrees and certifications in fields like cybersecurity, information technology, and data analytics. By prioritizing industry certifications and tailoring our programs to the military lifestyle, we aim to support sailors in their educational and professional development.

Sailors interested in enrolling in CIAT’s NCPACE program should follow these steps:
* Per NAVADMIN 219/16, you must submit your NCPACE application and obtain command approval no later than 14 days before your academic institution’s published term start date. You can submit your NCPACE request up to 120 days prior to the term start date.
Inform Your Command
Inform your chain of command about your intention to start or continue your education through the NCPACE program.
Complete NCPACE Training
Complete the Virtual Learning 101 online training course within MyNavy Education, which is required before using NCPACE for the first time.
Apply To CIAT
Complete the CIAT online application to take your first step to gaining entry approval into CIAT’s Certificate programs.
Submit Qualifications
Submit proof of high school completion or GED.
Submit unofficial transcripts or pass a Scholastic Level Exam if you have earned fewer than six college-level credit hours.
Earn Acceptance
Participate in a formal interview with your assigned CIAT Admissions Advisor from our dedicated military division via phone or video conference.
Receive Counseling & Upload Degree Plan
Receive counseling from a Navy College Education Counselor for each level of academic pursuit funded by NCPACE.
CIAT will provide you with an unofficial degree plan with a listing of planned NCPACE courses to upload to your portal for approval.

CIAT provides a range of support services to ensure your academic success in the NCPACE program:
To be eligible for the Navy College Program for Afloat College Education (NCPACE), sailors must meet the following requirements:
The NCPACE program at CIAT ensures that sailors experience a straightforward course registration process, focusing on the unique needs of those with limited or no internet connectivity. Upon acceptance into CIAT, sailors are registered for their first course as determined by their education plan. Sailors may select to register for independent courses available through the NCPACE delivery method or enroll as a part of a full certificate or degree program. An education plan documents all transfer credit awards and lists all the required courses to complete the desired program. The CIAT Records department completes all course registration requirements, eliminating the need for internet-based registration procedures. CIAT Sailors are encouraged to declare their intent to maintain continuous enrollment or strategic breaks if an extended deployment is planned. For Sailors intending to maintain continuous enrollment, the CIAT Records Department will complete course registration steps and provide course material download access up to 2 weeks before each term start date.
Sailors are limited to a FY cap of:
• 18 Semester Hour (SH) /27 Quarter Hour (QH) /270 Clock Hour (CH) combined and a lifetime
credit limit cap of 120 SH/180 QH/1800 CH.
Officers must agree to remain on active duty for at least two years from the completion date of their last TA/NCPACE funded course.
To transfer credits earned through the Navy College Program for Afloat College Education (NCPACE) to other educational institutions or programs, follow these steps:
During your enrollment process, you will be assigned a Financial Aid Advisor. This team member will ensure your funding approval and documentation is in place for your full certificate program. You can submit your DL voucher via email to your assigned Financial Aid Advisor or any of your CIAT Support Team.
Upload your education/degree plan listing the required courses for your program within MyNavy Education.
Use the school’s name for “File Name” and desired program/ certification for “Description.”
*Your plan must be reviewed and approved by a Navy College Counselor at the completion of 9 semester hours to continue receiving NCPACE funding.
